Description

For more than 40 years, Congress has entrusted APHIS with the stewardship of animals covered under the Animal Welfare and Horse Protection Acts. APHIS’ Animal Care (AC) program continues to uphold that trust, giving protection to millions of animals each year, nationwide. In Indian Country, AC can help Native American communities with the following: Control populations of dogs and cats by providing funding for spay and neuter clinics on their lands.

Climate Change Component

Animal Care's (AC) mission is to protect animal welfare by administering the Animal Welfare Act and the Horse Protection Act. AC also protects the safety and well-being of pet owners and their pets during disasters by supporting the Federal Emergency Management Agency (FEMA). AC’s supporting role in these efforts may be vulnerable to climate change. An increase in the frequency and severity of storms as the climate change may increase the need for evacuations and other response activities. In anticipation of the increase in emergency response activities, AC proactively organizes and participates in emergency planning together with FEMA, Emergency Support Function (ESF) #11 , and other response partners to strengthen the Nation’s capacity to respond to natural disasters.
